What is a Carpet Mill? Does it mean that a place where carpets are manufactured? OR It mean that where the carpets are stocked?

In clear terms a mill means where you produce anything, not just keep as warehouse. The carpets are classified in 2 terms one as handmade and other as machine made. The mill means where these carpets are manufactured from starting till end in one campus. This is normally possible in case of machine made carpets, but in case of handmade carpets, being cottage industry, production is scattered at different places. 

For example dyeing of wollen yarn in case of handmade are dyed in the dyeing units which are away from the finishing or weaving section. Being handmade require skilled craftsmen who cannot come leaving their houses, so the raw material after dyeing are being taken by them from CARPET MILLS and they weave the same and deliver.

I mean that when carpets has to be made with all process of machine, its simple, to say CARPET MILL, but when this issue of handmade comes, the term remains same, but with different meaning.
